Position Summary
Under the direction of the Wastewater Conveyance System Manager, the Wastewater Conveyance Program Manager assists with the operation and maintenance of the wastewater conveyance system to optimize performance, capacity, and operational efficiency in a cost effective manner. This position also promotes optimization through proactive management of the North Texas Municipal Water District’s (NTMWD) Capacity, Management, Operation, and Maintenance (CMOM) Program. Major responsibilities include development and implementation of CMOM activities in accordance with regulatory requirements and best practices, coordination with internal and external stakeholders, coordination of infrastructure maintenance to improve reliability and optimize investments, and participation in the development and management of the annual budgets associated with the wastewater conveyance system.
Job Responsibilities
  • Works collaboratively with wastewater operations staff, contractors, customers, and consultants as needed to maintain regional cooperation, communicate proactively, address challenges, and develop and implement solutions related to wastewater conveyance activities.
  • Manages inspections and maintenance work schedules, and procedures, to ensure operations and maintenance is completed to improve reliability, optimize investments, and achieve regulatory compliance.
  • Provides leadership in implementation of the NTMWD and Regional CMOM Coordination Plans.
  • Prepares, evaluates, and/or provides project management for projects and programs initiated by the wastewater department which may include condition assessments, inflow and infiltration evaluations, and maintenance programs.
  • Manages the collection, compilation, and reporting of data associated with wastewater conveyance activities.
  • Assists in the overall preparation, organization and management of annual budgets. Monitors established budgets and ensure adherence to purchasing requirements.
  • Develops strategies to jointly manage inflow and infiltration challenges that impact the Region.
  • Establishes and fosters effective communication with members and customers.
  • Develops and coordinates capital project needs, coordinate with staff in successful execution of capital improvements, and facilitate handoff of projects to operations.
  • Carries out other duties as requested commensurate with skills, competence, and training.
Job Requirements
Education & Experience:
  • Bachelor of Science degree in engineering, environmental science, or a related technical field.
  • Five years of experience in management of wastewater conveyance related activities and/or possession of a Texas Commission on Environmental Quality Class III Wastewater Operator's License (or equivalent Wastewater Treatment License) is preferred.
  • Established track record for effectively working with contractors, consultants, state and federal agency personnel, citizens, and other stakeholders.
Knowledge, Skills & Abilities:
  • Requires strong background in wastewater conveyance components, best practices, and ability to develop and implement processes and programs to resource staff to achieve goals.
  • Must be able to work collaboratively with staff, outside agencies, external providers, customers and departments within the NTMWD to develop solutions to issues and execute solutions in a manner that builds positive working relationships.
  • Must possess the ability to lead staff by planning, organizing and supervising implementation of various processes, programs, and projects.
  • Must possess considerable knowledge of the local, state and federal laws regarding wastewater regulations.
  • Action oriented, supportive and positive team member that motivates and listens to others, is flexible, makes good decisions, and adapts to the needs of the team.
  • Can communicate effectively with supervisors, peers, and subordinates to convey information.
  • Proficiency in preparing technical reports, maintaining accurate records, data management, word processing, project management, and presentations.
  • Ability to read and understand reports, construction drawings, and specifications.
Environmental and Physical Working Conditions
Driving a District vehicle for business may be required. Employees required to drive as part of their job duties are responsible for maintaining a current, valid, and vehicle - appropriate driver' s license of their resident state.
The duties and responsibilities are generally performed in a wastewater treatment environment. The position involves sitting up (up to 8 hours per day), frequent standing, frequent walking, light to moderate lifting (up to 50 lbs.), light carrying, frequent bending and reaching, keyboarding and telephone operation. It often requires an irregular work schedule and overtime hours. Specific physical conditions require occasional work with chemicals, machinery, moving mechanical parts etc.
The duties and responsibilities are performed mostly indoors, but occasionally outdoors. Light exposure to dirt, dust, pollen, odors, wetness, humidity, biological hazards, rain, temperature and noise extremes, hazardous materials and chemicals, machinery, moving mechanical parts, vibrations, electric currents, traffic hazards, and water hazards are common.

  • Performs functions requiring manual dexterity and precision movements, continuous or repetitive arm and hand movements, grasping movements, and occasional forceful exertion.
  • Perceive/discriminate colors or shades of colors, sounds, odor, depth and visual cues or signals.
  • Possess visual and muscular dexterity to operate a motor vehicle (including while towing portable equipment), equipment, hand tools and a computer.
